Default Broken Sewage Line

I seriously believe that the neighbors just above us has a broken sewage line. They have been doing a lot of digging in the yard working on curb appeal and I think that a sewage line was damaged.

The air outside is horrible lately, you can't even stand to be outside for very long because the smell is that bad.

I know that they have to know something has happened, we aren't the only ones who are smelling this mess.

It has now been like this for 3 weeks and as the days are getting hotter the smell is getting worse!! Anyone have any ideas on how to go about getting something like this taken care of?

I have always enjoyed sitting out on the porch in the evenings and enjoying the sun set and cool evening air, but for weeks that hasn't happened because I can't handle that smell. I swear that every time I turn around here there is something else that has gone wrong enough to complicate our lives!!

I certainly hope this problem has been solved for you, but in case you are still breathing foul-smelling air, a call to your local health department should light a fire under your neighbor's butt to do something to solve this problem.

If this doesn't work, I'd try the mayor, city council or any other entity in charge that has some power in your particular town.
