Default Porch Steps Sinking

We have a serious problem. The porch steps at my man's place were already sunken when I first arrived there, but with all the storms and winds that we have had over the last few months it has gotten even worse.

They are still useable concrete steps but the top step is almost completely hidden under the porch and this is dangerous.

Does anyone have any ideas on how we should go about getting this fixed before we end up getting sued from someone falling??

I have never had to deal with anything like this before and I am at a loss. I was hopeing he would hire someone to fix it but he still hasn't decided who to choose for the other repairs that are needing to be done at his place.

I have to admit sometimes men are worse than women when it comes to procrastination.
